What these surveys are about
The CBA guarantees every ranked member 288 hours of R4R opportunity per fiscal year. The department's current policy restricts that recall to the same apparatus class only. Here is what that means in practice:

Nearly every FF III and Captain was trained through engine companies at some point. A FF I can TA to FF III on almost any apparatus. R4R affects the whole crew — including FF Is who may be relocated when ranked members work back-12 shifts. Both voices matter.
